The study aimed to give a satisfactory answer to the requirements and
questions raised by the Department of Public Affairs on the subject of
personnel management in the public administration. The analysis was focused,
on the one hand, on quantitative-type aspects relating to a variety of factors
and components involved in the public administration. Instead, on the other
hand, it analysed the development trends of those factors and components
that are difficult to identify and value fully in quantitative terms, above all
over the medium-term future: this is due to the absence of reliable formal
and analytical models which reflect the complexity of the factors, processes
and interactions that determine the development dynamics of the public
administration. |
