UMTS: juridical obstacles to the technological innovation

The seminar “UMTS: jurical impediments to the technological innovation” was held in Rome on June 13th. The main issue was the analysis of the jurical impediments that operators will have to face when realizing 3G facilities.

According to the seminar promoters, the is no regulamentary framework in Italy that operators can refer to. Particularly, the regulation for the full application of the law 36/2001 are still not effective. It deal with the setting of the electromagnetic field exposure limits. In this situation of uncertainty, the seminar promoted a constructive dialogue and a clarifying discussion.

The convention was based on the homonymous study and was carried out by the DET research unit of Fondazione Rosselli. It aims to clarify the situation in a crucial moment for the development of UMTS networks.
